Revision of Toba RTRW Begins to be Discussed

TOBA, kiprahkita.net - The revision of the Toba Regency Spatial Plan (RTRW) for 2017-2037 aims to accommodate evolving policies, legislation, and the dynamics of development. 

This message was conveyed by the Head of the Toba Environmental Office, Dr. Rajaipan Sinurat, on behalf of the Regent of Toba, during a public consultation on the Strategic Environmental Assessment (KLHS) for the RTRW revision. 

The event took place at the Data Hall of the Toba Regent's Office in Balige on Tuesday, December 3, 2024.  

The Regent emphasized the importance of managing human activities within limited space to prevent environmental degradation. 

"Local governments must take the lead in developing activities across sectors while considering regional, provincial, and national priorities," he said.  

Under Article 15, Paragraph 1 of Law No. 32 of 2009, governments are mandated to conduct a Strategic Environmental Assessment to ensure sustainable development principles are foundational and integrated into regional development planning. 

This is reinforced by Article 1, Paragraph 19, which mandates the integration of KLHS into spatial planning to preserve environmental functions and safeguard public welfare.  

The KLHS for this revision seeks to secure policies grounded in sustainable environmental principles, supporting decision-making processes for the spatial plan. 

Integrating environmental considerations into the RTRW is crucial to avoid new challenges—whether economic, social, cultural, or environmental—ensuring all interests are accommodated sustainably.  

Given the detailed and strategic nature of the RTRW, normative policy formulation is necessary to support specific development goals, such as investment in infrastructure located within protected areas.  

"We hope this consultation encourages active participation from all attendees to provide final suggestions and input, ensuring the KLHS fulfills its requirements as part of the legal framework for establishing the regional spatial plan," Dr. Sinurat concluded.  

The consultation was attended by heads and representatives of Toba Regency's regional apparatus, representatives of state-owned enterprises, private companies, stakeholders, and other invited guests.(mctoba)
